Wheels:
I made the back wheel slightly bigger than the front one.
For the back wheel: With blue color - in mc sc 7, ss. Join black color, ch 2, dc in same st, work 2 dc in all st, ss at the end in ch 2 (14 st). Cut the yarn and weave in the ends.
Front wheel: Same as the back wheel but with 6 sc. In mc sc 7, ss in the first sc. Join black color, ch 2, dc in same st, 2 dc in every st, ss at the end (12 st). Cut the yarn and weave in the ends.
Sew the wheels to the ambulance.
Cross and Lights: The cross is done with surface crochetting (just 2-3 st horizontally and vertically). However if you don't like surface crochetting you may just sew it with small amount of yarn. The lights are sewn with small amount of yarn.
Emergency Light: Join yellow and make 3 sc. Join blue color and make another 3 sc as next row.
